+ Dr. David Sovine, Superintendent, requested Board approval of the 2026 Washington County Board of Education Legislative Program, the individual nominated to serve as the Washington County Board of Education’s Legislative Representative for the 2026 Maryland legislative session, and the individuals nominated to serve on the Legislative Response Team for the 2026 legislative session.

Motion #1: The Board nominated Dr. April Zentmeyer, Charles Burkett, and Michael Guessford to serve as the Washington County Board of Education’s Legislative Response Team for the 2026 Maryland Legislative Session.

used to purchase band uniforms, to support future performances, and for band travel.

Board Member Comments
  • Guessford noted it might be good to have a snow day drill and wished all a Happy Thanksgiving.
  • McCusker also wished all a Happy Thanksgiving.
  • Burkett reported that he attended a MABE budget committee meeting that morning. He has visited 10 schools over the last several weeks, including all the Smithsburg Schools, BISFA, RAMPS, Cascade, WHS at USMH. Doub, Hicks, Salem, and Marshall Street. He commended teachers and students for their work, noting that for the most part, students are following the dress code. He also wished all a Happy Thanksgiving.
  • Nora Murthy reported that the next Student Council meeting is December 12. She encouraged all to donate extra resources to area food bank.
  • Murray shared her visits to Marshall Street and JBP Fall Festival, a SECAC meeting, the WHS classes at USMH, met with the Washington County Delegation on Nov. 5, represented the Board at the BISFA Foundation, attended the CSHS Veterans' Day Program, the Educational Foundation of Washington County meeting, a special horses with hearts Summit class visit at Salem, and a Happy Thanksgiving to all.
  • Beachley reported on a visit to Tech High and praised the CSHS Veterans Day program.
  • Zentmeyer shared that the future is bright for our students and also wished all a Happy Thanksgiving.
Superintendent Report
+ Tim Haines, Coordinator of Talent Acquisition and Development, and Joni Burkhart, Supervisor of Professional Development, provided an annual update regarding teacher recruitment initiatives, hiring data, and new teacher induction.

+ Dr. Gary Willow, Deputy Superintendent, and Jeff Proulx, Chief Operating Officer, provided an update on the cleaning process to reopen Williamsport High School and share survey results from students, staff, and families regarding their preferences for in-person learning options.

+ Dr. David T. Sovine, Superintendent of Schools, will share information and updates with Board members.

  • WCPS will be launching a junior ROTC program at Hancock Middle Senior High School that will be open to all 8th grade students from across the county starting next year.
  • Dr. Sovine commended student Kenneth Cavender, a 4th grader at Emma K. Doub, who was recognized at his school for saving his family from a house fire.
  • Dr. Sovine recognized the 6 recent honorees of the "Gold Compass Awards", and noted that WCPS is now taking nominations for the next Teacher of Year. Nominations close on Friday, December 5.
  • Dr. Sovine reminded elementary parents to check their students' backpacks for the report cards that were sent home.
  • Dr. Sovine concluded with a reminder about Thanksgiving Break and wished all a good Thanksgiving.
